I support HB1091. It is abhorrent that NH can impose a $1000 fine on those so unfortunate that they must sleep outdoors. But if we are to punish those living in the most wretched circumstances,, we must recognize that they do not have money for fines and we demand alternatives such as the opportunity to satisfy those inhumane fines by other means such as community service.
